Here is a snippet of PowerShell to turn on seconds in the display of the clock in the system tray notification area:

 

Write-Host "Show seconds in system clock"
Set-ItemProperty -Path "HKCU:\Software\Microsoft\Windows\CurrentVersion\Explorer\Advanced" -Name "ShowSecondsInSystemClock" -Value "0x00000001" -Type DWord

 

Perhaps that will be of use?  One thing to keep in mind is that turning this one may slow your system down a little bit.  if that is the case, you can turn it off by re-running it with the -Value set to "0x00000000" and the clock will just display hours and minutes (the default view).

Usually I lightly rub the bottom right corner of my screen every now and then use a feather duster on it
