Duplicate photos in iCloud (Windows machine); how to remove them?

For some reason I have multiple/duplicate photos in my iCloud. I guess this used to be a bug or something back in the days when signing in on iTunes/iCloud.

 

However, I would like to have the duplicate photos removed (for they are not needed and taking unneeded iCloud space).

I have found some software programs, however they would like to have access to 'local' files, whilst I would like to remove the duplicates purely and directly from my iCloud Photos.

 

I prefer not to used the syncing option of iCloud on my Windows machine, so I was wondering is there is some online tooling/website or software-app that I can use to log into mu iCloud and have the duplicates removed?

I kinda find to tool as to download all my photos on my computer.

So, is there a nice & decent software thingy that can find the duplicate photos in one folder?
