Microsoft appears to be having some trouble with its official Game Pass for PC catalog at the moment, with games disappearing at random. It's available here, if you wish to have a look.

At the moment, both the Xbox Game Pass for PC and Xbox Game Pass Ultimate (which includes the former) are discounted to 1$. After the $1 celebratory discount ends, Game Pass for PC will cost $4.99/mo "for a limited time," and finally jump to $9.99/mo at some point. Also, if you already subscribe to Xbox Live Gold or Xbox Game Pass for Xbox One, subscribing to the Xbox Game Pass Ultimate will upgrade that existing subscription.

If you are running the Windows 10 May 2019 Update, the best way to browse and download these games would be via the new Xbox app. Win32 games via the Store also require you to be on that Windows 10 version. If you haven't yet updated, it's possible to download UWP games via the Microsoft Store.
