windows server 2019 remote desktop access

I am using Windows Server 2019  server. ( This is provided by AWS Windows AMI )

Currently only 2 user can simultaneously do remote desktop login to the server.

I want to increase this count to 3  simultaneous user login.

I checked google and found that  I possibly need to purchase RDS CAL license  for this ...right ?

I see this link https://www.microsoft.com/en-in/p/windows-server-remote-desktop-services-cal/dg7gmgf0dvsv?activetab=pivot:overviewtab

Is it the right place ?

Here it  shows  " 1 user CAL " .    what does " 1 user CAL "  means  ?

1 User Client Access License. You'll need 1 per additional user.

okay ... currently 2 users can login by default.

So Do I need to purchase 1 RDS CAL ( which will make total = 2+1 = 3 )  or  I need to purchase 3 RDS cal  to make sure  that 3 user can login ?

there is another issue: inside a local group u can't use "per user" license type for ws2019 (but it's fully functional inside a domain). that's why i'm using ws2016 for providing remote access.

You're logging in as console sessions, the max is two.

You want to install the RDS role.
