Red Dead Redemption 2 poor FPS

My GPU is an GeForce RTX 2080 and playing the game with the GeForce recommended settings, I only average around 15-20 fps, but during the cut scenes it can get upwards of 60 fps. I do not notice any gameplay issues, but I am curious as to what I can do to increase the FPS

Plenty of people have reported that this game runs like [censored] on their PCs.

 

You should ask for a refund.

The game runs fine, no issues at all, I was just curious about the low FPS

I do not own this game...however...

 

Since the GeForce Experience isn't providing you appropriate frame-rates .... time to start messing with the graphics settings in-game.  The GeForce Experience probably activated something (for example Tree Tessellation) which is tanking your performance.  There is a slider in the graphics settings "Quality Present Level" which lets you slide between performance and quality...start there and tweak as needed.  Could also switch from DirectX to Vulcan (or vice versa) and see if one is more agreeable than the other.

 

Edit:  The obligatory ... make sure your drivers are up to date.
