Dead Live tile with stuck progress bar Windows 10?

Does anyone know what causes it and how to fix it? Windows 10 is so buggy   

 

 

That is the news tile, I also get it with Your Phone which comes and goes, and that app is its own little joy of bugginess, randomly freezing and failing to sync or even open.

That's happened to me from time to time, I think it's stuck because the app updated as the live tile was going to update and it hangs.   What I do is just resize it, make it smaller and then make it bigger again like you have it, it should restart and work again.

These sort of things never happen in Windows 8.1.
