Can't get multiple moniters to work

OK, im using Windows 2K here on my laptop. Its a Toshiba 1730CDT, using a ATI RAGE MOBILITY AGP display driver.

Now, I have an big moniter connected to it. What I want is main programs to open up on the big moniter and other things such as ICQ and mIRC in the laptop moniter.

Now, I have done this before two or three reimages ago, I just cant remember how I did it. I have gone to the Toshiba website and updated to the newest drivers.

The 4th image, where you see the dual options and Primary or Secondary is where I believe it's set. On the button above each image (Monitor and Panel), click and set these for the options you want. Is there a BIOS option to set the primary display adapter and output?

Perhaps the newer drivers only replicate either monitor using both or use one or the other, but not both.
