Since safe mode works fine, it sounds like either a bad or corrupted driver or a program that starts on startup. I would try disabling things like Virus scanners and such one at a time to see which thing is doing it. Then start taking out device drivers one by one if that doesn't work. If it's none of those it could be a corrupted registry key somewhere. If all that fails, reformat is your only option.
