Who's to say he doesn't have one already?

Apple has $4.x billion dollars in a big pile on their campus + investments. The also have 0 debt.

They have more assets than some small countries.

Apple and Microsoft aren't necessarily competing. In the OS realm yes, but in the end, Apple is somewhat one-of-a-kind. They do everything (which some say is why they're not doing very well in comparison). Apple uses Microsoft technology and, in a distant way, Microsoft uses Apple technology.

Apple is smart -- they constantly try to innovate. A good portion of their technology is from outside their own company. They know when to buy in and act accordingly. Looks like Symbiot is just another step in their continuing effort to build the best machine possibly.

Yes MS has lots of money and yes MS makes some decent (if buggy products). Apple seems to be going after various niche markets. I don't think this is necessarily a bad thing. If Apple can get its foot in the does in corporate IT, they can move up from there into the rest of corporate and wrestle away some market share from MS. That increase in corporate market share will eventually translate into consumer market share as people will want to be compatible with work. :D This is exactly how MS got to be where it is now.
