A progtam for monitoring what files are being down/uploaded

I don't think there's such a program exist... based on several reasons...

1) No file has a tag that shows where the file is DOWNLOADED from... It may reference the maker, version name and number but NOT where you DOWNLOAD the file from... this would effectively destroy the user that they don't have privacy any more.

2) Like timdorr reference to, from what protocol would a software have access to monitor the full packets? A sniffer and other apps like this do this. But it also put your computer at risk for showing that info to the rest of the net user.

3) You might need a special apps to catalogue something like this. File info tags has Decription tags to tag that kind of info but I don't think it's a good idea. You can manually show/set file property and add the Description to that file... but it would take long to do it to every file.

Actually, I was thinking, and assuming you're talking about normal downloads off the web, you can probably use a download manager like GetRight or Go!Zilla and use their logging features or something.
