ET walking on park ? WTF ?

Here are the photo(s) in question. I'm wondering if anyone can tell if this photo has been edited or if you can tell what IT is. (It kind of looks like a naked kid with a backpack to me :p) Below is the text from the email I got about it. I think some of it is a translation from the site...

The author of the photo explains the white spot as well as how

the street lights began to turn on in sequence.

The image was directly downloeaded from the camera to CIFAE's

computer.

I'm from Concepcion and have been working in Santiago for little

over a a year. On May 10 this year I decided to take some photos

at Parque Forestal, taking some 10 shots which I downloaded to

my PC the following day .

I thought it would be interesting to photograph a group of

Carabineros - State Police - on horseback patrolling the sector.

The photo was taken at 17:40 hrs approximately from the corner

of JM de la Barra and Av. Cardenal Jose Mar?a Caro, in front of

bellas Bellas Artes and looking east.

It was a cloudy day and the sun was hidden, for which reason my

digital camera a Kodak DX6490 adjusted to low speed (1/10

seg.).

This is the reason why the photo shows motion (those

knowledegable about photography will know the reason

why)Furthermore, the Carabineros were som 20 meters distant, and

I employed the camera's optical zoom (10x) which added to the

blurred result.

The fact is that I am very impressed by this image. I attest to

the fact that it is not a fraud nor anything similar. For this

reason I have made it public and I contacted the staff of CIFAE

Chile. I would like to know the true nature of the image that

appears in it and if anyone has ever caught anything similar in

a photo. Nothing more.

I love how all these controversial pictures are ALWAYS blurred. If there was something out there, someone would capture it on film without needing an excuse like the speed went down. Bull.

I guess he is saying that object is moving very very fast, and he was lucky enough to use slow motion to capture it? I don't buy it.

OK, so if it's fake prove it. Otherwise that's a ****ing alien. At least we don't need to worry about being overtaken by them, their to damn small to do us any damage.

Oh, HAH, LOL, didn't even see the "alien". It's probably a real picture (at least, it was a real picture) and then edited. Good eyes there, Doug. :p

I don't think that blurring is authentic.

I have a Kodak Dx4530, and when i set my shutter to 7/10 of a second, it still doesn't blur as bad as that.

All that blurring would make it very hard to see if the image is authentic or not.

Even for a cloudy day, the shutter speed would never have gone that slow. 1/10 is for an extreme low light shot, not a cloudy day. Just based on that fact alone, I call shennanigans.

Its probably just a newspaper or something, which was flying due to the wind and at that exact moment made a peculiar shape that, when blurred, looked like a little man.

First of all, I would like to see the exif data to know that the picture was taken at a long enough exposure.

Second, since it is an overcast day, there are no hard shadows, thus it would be VERY easy to photoshop something in.
