[any] Custom toolbar

I plan on writing this app in VB.NET, but documentation using any language would be fine. Basically, what I'm look for is a way to add a custom toolbar to the taskbar (like what that Google taskbar app does).. I'd imagine the google taskbar app does more than a set parent, because it has its own option in the list of toolbars, and it has a slider/mover thing. Any idea how this is done? (specific api calls, registry entries, links, etc are welcome)

Edit: It seems someone else wants to do the same thing i do (link) .. appearantly Windows Media Player 9 has the same thing.. any idea?
