Is this an Opera rendering engine problem?

Using some basic CSS :hover rules to make a dropdown menu. Basically I adjust the top property of a <ul> dynamically to make the menus snap into place. My code works great in all browsers, even IE, but Opera does some funny stuff. Observe

Is this an Opera rendering engine flaw, or a flaw in the way it handles blocked elements? The only thing that changes when hovering over a list item is its background-color, so this is NOT a margin or display issue. Does anyone have any experience with this happening?

Also the white strips as seen in the first image appear in different places every time I drop the menu down.
