Same old "Connection Refused" problem

I'm using Firefox 1.0.2, because whenever I try download pics on my IE, it can only be saved as .bmp. I've tried all fixes for IE but nothing has worked, so I've moved onto Firefox.

But when I try going to websites such as www.superiorpics.com, Firefox gives me this connection is refused message. Now, I tried going to that website on Firefox on another computer on my home network and it worked. So it's not my network connection, nor Firefox's problem nor the website's problem. It's my PC's problem.

IE works with the website, but neither Firefox nor Opera work. It just doesn't load.

Then I tried http://superiorpics.com, and it finally worked. But because all the links on that website are based on www.superiorpics.com, I just can't browse that website at all. Any help? Any ideas?

BTW I have ZoneLabs 5.5 and I already gave Firefox permission to access the net, and even tried uninstalling Zonelabs, but nothing has worked.

1) To fix the issue IE has with saving files, just clear out your temporary internet files. That fixes it, I promise.

2) try creating a new profile or start firefox in safe mode to see if it still happens? I have a funny feeling an extension may have screwed with your config a bit.

1) Sorry, I have deleted all of my temporary internet files, cleared all my cache with ZoneLabs etc etc etc. I even tried the solution on Windows' help which was to clear out corruped files under Temporary internet files/settings/view files, and that didn't help either.

2) I will try that, although I don't know what "extension" means. Thanks!

I just installed WinXP, then Trend Micro IS 2005, then all of the updates for WinXP (SP1 -> SP2)... then I had the stupid dialog box popping up randomly saying that the connection was refused!

The Security Center said that I had 2 firewalls running, so I disabled Windows' firewall, but that didn't help. I also tried disabling the security center altogether with XP-AntiSpy, but that didn't do much...

Then I noticed "secctr.exe" running in my task manager. Hmmm... Let's try ending this process... and VOILA! Everything works great! ... and then I restarted and it was back!

OK - so then I went to HKLM\Software\Microsoft\Windows\CurrentVersion\Run to try disabling this from loading, but every time I restarted it showed up back in my registry. Disabling the service didn't work either. So here's my "official" fix for this stupid annoying M$ problem:

rename C:\Windows\System32\secctr.exe to secctr.exe.bak

You can also go through your registry to remove references to it, but this little change is safe because it's always easy to change back.
