Sex Offenders Get Viagra Through Medicaid

ALBANY, N.Y.  ? Scores of convicted rapists and other high-risk sex offenders (search) in New York have been getting Viagra paid by Medicaid (search) for the last five years, the state's comptroller said Sunday.

Audits by Comptroller Alan Hevesi's office showed that between January 2000 and March 2005, 198 sex offenders in New York received Medicaid-reimbursed Viagra (search) after their convictions. Those included crimes against children as young as 2 years old, he said.

Hevesi asked Michael Leavitt, secretary of the U.S. Department of Health and Human Services, in a letter Sunday to "take immediate action to ensure that sex offenders do not receive erectile dysfunction medication paid for by taxpayers."

A call to Leavitt's office was not immediately returned Sunday.

According to Hevesi, the problem is an unintended consequence of a 1998 directive from federal officials telling states that Medicaid prescription programs must include Viagra. His office discovered that the state was helping sex offenders pay for Viagra by checking Medicaid pharmacy expenditures against the state's sex offender registry.

New York's two senators said Sunday the problem should be corrected.

Sen. Hillary Rodham Clinton said in a statement that it was "deeply disturbing and runs contrary to the purpose of Medicaid, which is to provide health care coverage for uninsured, low-income individuals." Clinton, a Democrat, urged Leavitt to look into the matter, and said she would explore legislative options.

hah... I actually chuckled at it. it's kind of funny that they can't get it up. Consider that karma. But then they come out with a drug that makes you harder than chinese algebra, and you're able to continue with your sick crimes. That part ****es me off. :(

Why would Medicaid be paying for Viagra/insert-name-of-boner-drug-here for anyone. It's not essential to your health if you have problems popping one.

I concur. I don't need boner medicine being taken from medicaid. But I do support birthcontrol (pill, plan b)... go figure.

Uh. What's the big deal? Viagra doesn't make sex offenders go and rape people, that's a result of their ******-up minds. Viagra contains a chemical that increases blood flow to the penis. That's all it does, period. It is not in any way an aphrodisiac -- it will never, ever make anybody go on a wild horny child-raping rampage. To bitch about this is like bitching about selling condoms.

Keep in mind, also, that the term 'sex offender' can mean tons of things. A lot of sex offenders are horrible, disgusting people (rapists and child-pornographers, mainly), but many of them have been branded by the government for completely harmless things, like consensual sex or distributing pornography to minors. (Well, i guess the latter can be harmful, but not harmful enough to warrant being out-cast from society for the rest of your life.) That doesn't justify the whole thing, but you should keep in mind that not all sex offenders are child-rapists.

In any case, i do think it's kind of silly that tax-payers are picking up the tab for Viagra. For anybody, sex offender or not.

It's a slippery slope. Why then do we not allow felons to own firearms? Surely your same arguments can be extended to this situation. Firearms NEVER make someone commit a violent crime. Nevertheless, felons are not allowed to own or posess them. The same observations can be extended to all varieties of criminals. Those who commit cyber crimes are often banned from using computers. Should sex offenders be able to obtain Viagra? Perhaps. Should Medicaid be covering it? No way. That said - I think its crazy Medicaid covers Viagra for ANYONE.

I do agree with your point about the term 'sex offender'. I've read about kids who have earned themselves the title by simply 'mooning' an elderly lady. It is beyond me how we can so readily group these seemingly innocent crimes with outright sickening crimes like child molestation.
