WMA's at 64kb/s compare very closely to MP3's at 128kb/s. MPC is better than mp3 on higher bitrates. best sound and best compression can't be in same sentance. if compression is good, sound will be worse. and your question is retardedly very broad.:right: "what is the best car and has best wheels?"
