Iraq brings first charges against Saddam Hussein

The Iraqi Special Tribunal has brought its first charges against Saddam Hussein for alleged crimes during his reign, the tribunal announced today. They are connected with a 1982 series of detentions and executions after an assassination attempt in Dujayl. No trial date was announced, but under Iraqi law Saddam could stand trial as early as September.

I don't understand how they can try Saddam. Like, the Iraqis. When he was the ruler, it wasn't against Iraqi law for him to do bad stuff (since... he was a dictator, after all). And you can't apply new laws to past offences. So on what authority do the Iraqis have to charge him?

Not saying that he shouldn't be tried, i just don't understand how they can legally do that.

Saddam was involved in the Bath party's plot to overthrow the previous government leaders and he later assassinated the Bath party leaders to seize control.
