when will vista be avaliable in other languages?

I agree, they should be involving other cultures in regards to beta testing - maybe this is an issue you could raise with Microsoft by sending them an e-mail.

Much cheaper and fastest for Microsoft to have one main beta program than to have various version for each country at every stage of the development. Besides it's possible that they'll do localisation testing on the final builds to ensure theire are no mistakes or anything that only affects that particular language version.

Well for one reason, Microsoft is an American company where the main language is English, so you can't expect them to just come out with beta versions of all languages. The final released version of Vista is your only chance to see it in Chinese Traditional.

Longhorn is english only untill RTM AFAIK, they may release one or two other languages around beta 2 frame but it most likely won't be chinese since it isn't very widely used in the grand scheme of things. (English IS the universal language when talking about computers/software).
