I mean Apple does the same thing with Mac OS X. Practically all apps on that system use Aqua, and it's not because there are more applications available on Windows. Take Roxio for example: Toast Titanium almost fully adopts Aqua, yet it's Windows counterpart, Easy Media Creator, looks nothing like Luna.
