Windows 2000 SP3 and Messenger.. HELP

Question

Just slipstreamed SP3 to Windows 2000 setup files and make a clean install with the system on NTFS partition. Without changing the default security setting on C drive (Everyone:Full), installed MSN Messenger, which is downloaded from Microsoft, as Administrator.

When logged on as Administrator, Messenger works fine. But when I log on as a standard local user (Local Group: Users), messenger would not start.

Any one know how to solve the problem and enable users to use Messenger without making them members of the Power Users group???

Thanks in advance.

Note:

Tried giving the install folder full permission to users. But that did not solve the problem. :(
