Site layout needed

I sorta want a layout with a Windows Vista look (glassy effects), yet still using the template for my site layouts (http://neo-addict.net ).

It should have a fairly modern look to it, and it should have this image on the header:

And the navigation headers should have the same names as they do on the site - also, the footer text should be the same, but feel free to add your name and site URL on it (like it is now).

I don't have money on hand, so I can install IPB or phpBB mods as payment. :unsure: :unsure:
