edit : open calculator (in windows)

choose view - scientific

choose hexadecimal, enter FF

choose decimal, then multiply by 0.18

choose hexadecimal

2nd edit :

actually, 2E2E2E is closer to what you want

Thanks! I entered 2E2E2E in photoshop but it turned out dark.

Two reasons:

1) "18%" refers to density, not luminance. That is, it is 18% from the white end. Thus the luminance value is 82%.

2) The gamma required to properly display on a video monitor is about 2.2, meaning that equal increments of binary input will not provide equal luminance outputs.
