as I said before this rumor smells like crap to me because this is not how we do business at Microsoft, we can't just go around XBL deleting accounts as we please. and to prove my point here's an extract from an interview with Microsoft's Xbox Live Arcade head Greg Canessa.

if we were in for such a move we wouldn't even consider the possibility to create an import section on XBLA, don't you think?

Thanks for the heads up. :jump:

this is the first time I heard about this and it's quite stupid and unfounded if you ask me...

what happens if you live in the US and have family over Europe or any other place in the world and you go on vacation to visit them, your cousin has a 360 and you want to use your GT to play or to talk with a friend of yours, will your account get banned or deleted? I don't think MS will take the chance to screw its user base without the proper mechanism to determine which account is or not just based on IP checking...

Well, I would assume that they'd track what your doing, repeated events of going online in a different country, only accessing the marketplace instead of playing games with the account, and so on.

*UPDATE* According to gamasutra.com Microsoft will not be banning the accounts, but rather block the non-allowed downloads:

Despite earlier reports, the dummy accounts are not being banned, but exclusive content downloads are being blocked to European users. According to a brief statement from Microsoft's Chris Paladino on the Gaming-Age fan messageboards: "Details aren't all in yet - but I do know for a fact that we are not banning the accounts. We are blocking downloads in cases where gold accounts are being used to gain U.S. content in foreign marketplaces."

Any Xbox Live account being accessed from an IP address not corresponding to the indicated country for a given account is in danger of having content downloads restrictions.

Ah, yes, that would make more sense. If you're in a European IP and are trying to download content exclusive to the US region then it should block you. Much better way of handling this whole situation.
