When these users try to buy Microsoft Points or renew their Xbox Live membership, they get a system error that tells them that the selected payment option cannot be authorized. The cause for this problem seems to be an issue with the way Microsoft?s billing service (which can be found at https://billing.microsoft.com/) handles credit cards and billing addresses. In the past, Xbox Live users were able to use overseas billing addresses for their credit cards but after the recent upgrades to Xbox Live that is no longer possible. Although the status for the credit cards appear as approved, the fact that the systems does not support a country other than the U.S. or APO/FPO addresses is impeding Xbox Live users residing overseas to use their credit cards. Xbox Live user k33bl0r2k0, one of the many U.S. soldiers stationed overseas, posted the following comment on the official Xbox forums I searched and found a couple topics asking this same question, and wondering if it will ever come to light the fact that US Military stationed overseas with an APO/FPO billing address are UNABLE to create accounts for XBL using overseas billing addresses. The only way to have the account created for billing is to have a stateside mailing address for your CC Bills. Everyone else I know has to purchase a gamecard (which are hard to find anyway), but with that we are unable to purchase movies, tv shows and points via XBL. Trust me, the fact that we are able to download and watch TV programming and movies via XBL is invaluable for us military people overseas who are lucky to get programming a season or two later. Either way, is there any update to this dilemma or a work around for us to somehow get the APO/FPO addresses to show up in the billing section for the credit cards? /i> XJohnsonX, another soldier residing outside the United States, reported the same problem It seems we don't get much love from XBOX and MSFT. I have a mailing address that is APO I cannot use my credit card for XBOX Live, or my shipping address for the two year warranty extension, and it seems that the XBOX coffin box is delayed stuck or was never shipped its been 3 weeks./i> We also got an email from Marcelo Vega from Brazilian site Xbox Today, who like many international Xbox Live Gold subscribers found last week that he couldn?t acquire more Microsoft Poin Me and a lot of people from Brazil as well as from many other countries (including the US: just check the Xbox.com Forum) are having problems to buy Microsoft Points since a couple of days before the launch of the video Marketplace. Whenever we attempt to buy MS Points, all we get is the following message: I?ve already written to Microsoft, Major Nelson, GamerScore Blog, but I?ve had no reply about this matter. I understand and agree with Microsoft on not allowing the access to Movies, but not allowing customers to buy MS Points (and buy Themes, pics and Arcade games) is something completely different. It?s too much of a coincidence that these billing issues started just before the launch of the new TV and movie download service. There might also be a connection between these issues and Microsoft?s decision to block Xbox Live marketplace downloads when the I.P. address of the user doesn?t match the console?s region. Berardini - "Cesar" Nov. 29th, 2006 5:45 am, 2006 5:45 am Following our previous report on the billing issues experienced by some Xbox Live users, the Xbox Live Director of Programming has posted the following information on its Major Nelson blog: A recent security change to the Xbox Live service may have impacted users online purchase experience. Currently the video marketplace service and related content is only available to consumers in the United States. Although we will continue to work on providing content and rolling out the service in other markets, US Marketplace offers will be restricted to the US only. This means that the credit card associated with your account is required to match the billing address and country your account is set up in. Note that we are not banning any of these Xbox Live accounts, as they can continue to use pre-paid subscription cards and Microsoft Points cards. Customers wanting to check the billing information on their account can do this on their console or by signing into Xbox.com with your account and then go to MY XBOX-> MY PROFILE then to BILLING AND CONTACT INFORMATION. We also realize that there may be a small number of international users that were impacted by this change that have a legitimate reason for why their billing location does not match their account location. We are working to deal with these exceptions on a case by case basis and are working on a solution for these consumers. This statement confirms our previous guess that the billing issues were experienced when the billing address of the credit card used doesn't match the membership's country. It's good to hear that Microsoft won't ban these Xbox Live accounts but unfortunately all these Xbox Live subscribers found outside the U.S. will be forced to get pre-paid cards if they want to renew their memberships or buy Microsoft Points.
