( since you can't transfer ) Connect a camera or a USB drive to your Xbox, and there should be an option that allows you to set as wallpaper when opening a picture. The problem is finding a picture that's adequate so you can read the text...the picture I chose, I had a difficult time reading the screen. If so imageshack the picture and let me see. Well if you do use a pic that's not the same resolution as your 360 is set, it will stretch to fit. Just get one that's the same resolution. If I use this picture: then there is too much going on in the picture so the words are difficult to read. Obviously, my choice in picture is probably bad but this is an example. Just turn up the brightness / lower the contrast on that picture and it should do fine as a background. I doubt there will ever be any tools to make your own dashboards (apart from using 1 image as a wallpaper) since that would defeat the purpose of buying Themes on XBLM.
