You can plug it into a USB port on your 360 or computer to charge the controller, but not a wall socket. The cord if fairly long, but I've not measured it. For the quick charge kit, it's a unit that charges 2 batteries at once and plugs into the wall. Granted, I have 3 rechargeable batteries for 2 controllers, so I always have a backup charged and ready when I need to recharge one of them.
