There is the site http://www.ieaddons.com, but the problem is two fold: 1) they list more than just plugins/addons, listing everything from security software to just general software, 2) its just a frontend for Download.com for all the programs it lists...besides the fact that it is Microsoft run. You mean you've never heard of IE Developer Toolbar? :o And it's not the only one, there's DebugBar which has been available even before Microsoft came up with IE Developer Toolbar.
