The ribbon interface should be used when an application has hundreds or thousands of options, which a web browser doesn't. This is my opinion, and I could be wrong (it does happen). Microsoft said they will only push the ribbon onto apps where it makes sense, and in this case - the real-estate it takes up doesn't make sense. I think there is a lot of sense using the ribbon interface with Internet Explorer, I was reading somewhere that it's Microsoft's new approach to application design - everything will have a ribbon bar.
