How do you install KDE 4.0 on Debian Etch 4.0r2?

I'm not sure if this question should be in the "Linux Server" or "Linux Client" category but since I have admin privileges (I'm the only user since it's my home pc), I though I would post it here.

I'm new to linux, and like many others I'm sure, I would really really like to know: what is the simplest way of getting the newly released stable version of KDE 4.0 fully working on my Debian? I just downloaded the newest stable DVD version of Debian yesterday, (4.0r2 Etch) and have been trying to figure out how to install KDE4 with no success. Must I manually compile the source code? Or can I follow instructions similar to these but for Debian instead of Ubuntu?

Try following the instructions here: http://pkg-kde.alioth.debian.org/experimental.html. It appears that since you have the stable distribution, you'll also need to follow this: http://wiki.debian.org/AptPinning, or, alternatively, upgrade your entire system to the testing distribution.

I finally got some time, and after downloading the testing version of Debian, I realized just how many bugs were in it, and decided against using it. Besides, I ran into some problems installing kde 4 there too. I'm sure I could have eventually gotten it to work but because of all the bugs, I reinstalled Debian Etch (same version as listed in title: 4.0r2). Now I'm trying to install KDE 4 on this stable version of Debian.

I opened http://wiki.debian.org/AptPinning as mentioned above, but found that I do not have a /etc/apt/preferences. How can I proceed if I don't have this file?
