Help with setting up a good password enabled site

Question

I need some help on how to set up a good, but not an excessively strong password site. What I mean is that I don't want to have a stupid little thing where you put in a password and it just goes to a site where anyone can go to the next time and bypass the pass prompt, I want something with some teeth. Does anyone out there know what I'm talking about.

BTW: This site will be going on my school's server and maybe on another server (maybe mine) if need be.

Apache can do this with a .htpasswd file. Look up tutorials on those for it.

IIS can do it through the admin panel. I'm not sure exactly how to do it, but it should be pretty straightforward :)

So the general concensus is that I should take a look at getting Apache? And once I get that, it should tell me how to do it via the help file? That sound about right?
