Tutorial on making borders?

Question

Does anyone know a good tutorial for Photoshop so you can get this type of border?:

_ _ _ _ _ _

- - - - - - -

- - -text- -

- - -block-

- - - - - - -

- - - - - - -

- - - - - - - -

The border looks something like that. I don't know the word but it looks like that. Surely you've seen it around so I was just wondering if there was a tutorial on how to make one?

Yeah! The borders of the attached image (not the image itself)! I would like to know how to make something like that in Photoshop. A tutorial or something.

1st layer (border)

2nd layer (bg)

I just made 2 layers, on the 2nd layer I used the rounded rectangle tool and put it over the 1st layer, then selected it with the select wand, and switched to the 1st layer and cut it out, and moved the 2nd layer to the bottom. Then with the 1st layer I just added bevel affect, and softend it , try it see what you like :)

if you dont understand what I said  tell me and I'll make an actual tutorial
