[Quality Control] Topic Titles

This is going to sound really pedantic, but I've noticed recently there has been a flurry of new topics (either regarding news stories, or just topics created by users), where the titles applied to them don't really give a good meaning to what is expected to be read in the content.

A few examples:

Commonly, the titles are actually taken from the source articles, and as such are subject to the market spinning effect of journalists e.g. Kotaku

Can you introduce a policy to help ensure the title of topics is relevant to the content of the thread?

I hope I'm not the only one this bugs.

Another issue: People with titles such as "Urgent: Help"...

What the hell does that mean? Are you on fire? Do you need CSS help? What?

If it's really a bad title you can report it and ask for it to be changed.

The topic title has long been changed, but you get my drift. :p

I always use the original title (or close it to due to size restriction) because in some places people were like "omg you changed the title, how do we know you didn't change the article to effect the outcome" and such even though i left a source link =( although yes i know what was wrong with the original title.
