screen dimming

I use a pc, but when I go and use a mac at a friend's house, their monitors have a different way of taking care of saving energy. The mac can dim the monitor instead of going into a screensaver or a blank screen. It dims the monitor so that I can still see what is going on on the screen. I've seen programs for macs that does this, but is there a program out there for the pc, I can't seem to find any.

Also, where is IE6??? Isn't it suppose to come out today?

Why have it dim? It still uses more power than being off [which is what happens to most PC monitors after too long being idle]. Dimming sounds like a USELESS feature because if you are using the computer you would want the screen to be full brightness and if you're not then you don't need it to be on.
