SHLWAPI.DLL causing high CPU usage

I am facing this weird issue where explorer.exe would hog CPU (my desktop fans switch to full speed). processxp shows SHLWAPI.DLL taking 50% CPU time. I've done nothing weird with Windows (no hacks or tweaks). This happens randomly (at least to me).

Any idea how to tackle this?
