After that, the DX team will focus on 9x/2K *specific* issues only and finalize DX8.1 for those "downlevel" platforms. Look at it like this: DX8.1 is written for Windows XP, and then "ported" to Windows 9x/2000. Obviously, the XP release will be finished first. DX 8.1 runtime will ship in WXP.
