A little more information would help us to help you :)

If you just want to use them yourself, then put the files into /home/username/.themes or /home/username/.icons. You shouldn't need any special permissions to do this. The "dot" means that the folder is normally hidden. Press [CTRL]+H to see them.

For system-wide use (ie, for all users), you need to put them into /usr/share/themes or usr/share/icons. You will need root access to do this. Depending on your Distro, the method will vary slightly, but for Ubuntu for example, open a terminal and type

sudo nautilus

Enter your admin password, and a File Manager window will open with root access. You should now be able to navigate to your files and copy and paste them into their respective folders.

thx fish i found the folders

but i cant get the icon theme to show up for the theme :/

ive tried tar.gz tar zip extracted the folder :/ in to the .icons folder that was hidden

it is for gnome or KDE? if it is for gnome, just drag and drop the .tar.gz in the dialog. KDE3 have an "add icon theme" button in kcontrol and KDE4 does have the same button in systemsettings

You don't drop the tar.gz file in the .icons folder. You extract the tar.gz file and then copy the extracted contents to the "~/.icons" folder.

inside the folder is 2 items 1 folder with all the files ( icons ) and a index.theme file

i left them in the folder and dropped the neon folder in the .icon folder then restarted and there still not showing :/

The download file only includes the GTK and the metacity theme, no icons. The link posted at the bottom of the page doesn't seem to lead to any icon theme download...

GTK and metacity install fine.

That file doesn't have a GNOME icon theme.

It has the GTK theme, emerald theme, firefox theme, (...). But no valid GNOME icon theme.

The "Neon Icons by Jonas Rask" archive contains some png's and ico files but that's not a GNOME icon theme.

You could make a GNOME icon theme with those by renaming and replacing them, using another icon theme as template.
