Help with Desktop Toolbar

I am curious if there is a way to tweak the Desktop Toolbar in Vista (Right-click an empty area of the Windows Vista Taskbar>Select "Toolbars">Check "Desktop" on the pop-up menu that follows)

I have tried removing the Public Folder shortcut and Internet Explorer shortcut but they don't want to go away. I am also wanting to use an icon for this toolbar instead of the default 'Desktop' text.

If this is not possible does anyone know on an alternative app that could help me create such a toolbar on the taskbar?
