If they plan on making it, they will just put it in their GFW Line and release it as Microsoft or something I would assume. No word yet, it's up in the air at the moment. The AoE series have a huge fan base, the games sell well, they are being played in many major tournaments. It would be an unwise thing for Microsoft to throw that away. RoN is my favorite RTS of all time so nothing can ever eclipse that by AOE3 was still pretty fun. With that said, I hope another is never made! Ensemble should be the only ones at the helm of a successor but with them gone who knows now. That was really the only gaming company that went under that ever really affected me. The two World Wars and the modern (current) one. It jumps straight from the time of the French Revolution to the mid 1970s-80s and then to Halo-like time.
