CSS/Javascript Navigation Menu

Question

I'm brainstorming a basic design for a virtual gallery of images. I came across a menu coded in what seems to be CSS with javascript). I was wondering if anyone knows where I can get something as close to it as possible as it's exactly what I want but in different colors. I would add drop down boxes, etc. to correlate with the pages of the site I'm going to build as well.

Click Here For Example (Directly under "PH.Creative" logo)

Any idea what the Javascript is for? I'm thinking it's for the line below the menu items which serves as a location indicator of what page you are currently viewing. :pinch:

That seems like a pretty basic nav. The javascript is used for the rollover effect where it changes from grey to green. However, this can be done very simply with just CSS. Google "css rollover" and you should get lots of sites with this explained clearly. The drop down can also be done strictly via CSS.
