Just make a shortcut in the same folder as the exe, give the shortcut the icon you want and put it on the taskbar. Additionally: To change the program's icon, grab the .ico file you like, rename it to main.ico and put it in the same folder where your utorrent settings (settings.dat, etc.) are. It limits the custom icon to 16x16 so it looks pixelated when labels are enabled on the taskbar.
