When I first heard of Street Fighter IV coming to the PC, I felt weak in the knees. I literally said "Yes!" out loud. Hahaha. Ok no problem. Unfortunately, they're not obligated to make it compatible with a beta version of Windows 7. PunkBuster doesn't work that well with Windows 7 either. It's a widely used anti-cheat program developed by Even Balance. Anyway, I'm sure the full game will have no issues running on any version of Windows 7 (which is slated for an late-09 release). Imagine 2 or 3 million people (I'm just pulling a number here) trying to decrypt/unlock SF4 at the same time, of course Steam's content servers/general servers are going to be overloaded, or go down or be slow, or give errors.
