Some Blu-ray players (for instance the PS3) will also lock out DVDs that are encoded in PAL (zone A blu-ray is more or less restricted to the old NTSC and PAL/M regions). Region 4 includes Australia, IIRC, so it's likely that the DVD you're trying to play is encoded as PAL. You should be able to play it on an Xbox 360, or a cheap DVD player.
