Incident Management of a Centralised Pay System.

I have been asked for a hypothetical project for university to come up with a way around a problem with the incident management of a centralised pay system.

The idea is to come up with a way to manage problems and incidents.

My initial thought was to create a web based system which could log queries and allocate to a member of staff to deal with, thus giving problems a logged number and approximate time of completion.

Do you guys have any ideas how best to go about this? And any examples of current centralised pay systems which could be used as off the shelf solutions.

Never worked with a incident management system tuned for pay system. But I think the concept of Incident Management is same across the industries.
