I bought GTA IV this morning with the Steam offer, and the computer I have has near minimum specs. I'm downloading it now, but I doubt it'll run well at all. Worst port EVER! If your having problems on that system your doing something wrong. I have everything maxed out and run it on a CoreI7 920 with a Geforce 260. I have even been able to get rid of the feel of mouse lag for a complete crisp experience with sli 260. So again, I don't know what your doing wrong. One of the things that ****es me off is that in the options it doesn't even let you change some of the settings if the game decides that your computer isn't good enough. Agree with sidroc's comment, something sounds wrong with your system as GTA 4 runs very well for me with no crashes and a smooth framerate. The patches do improve performance but not massively and I never had stability issues prior to any patches being released. As I said in my next post, this was about January/February on this year when I played this and this stuff happened. I don't know about the latest patches and stuff, if it fixed it or not.
