NoneAvail
I don't think you're going to have a good time playing even on the lowest settings. The game demands a lot of graphics power and memory. It even lags sometimes on the 360...(while driving, the road textures and building textures take a while to appear). I've tried it on my laptop in the signature, and it still struggles with it, even though I played Crysis at medium settings.
deletedxyz
Just to counter my unproductive post above, the only way you can hope to play GTA IV at the lowest settings is with a 256MB dedicated graphics card at best. I recall playing everything "maxed out" and GTA IV states how much video ram it will be using in the settings menu. When I turned it all up, it consumed 700-900MB of Ram out of the 1GB I had. It is one of the most demanding games out there.
