Why are you people saying 'what', I'd say his question is very clearly outlined; He's asking why he has to pay

the tax, which is imposed on digital items through the store when a law in Ontario states

non-tangible items like digital files isn't allowed to be taxed.

Your best bet might be dealing with the Ontario government directly

Have you paid RST in error?

If you have paid RST in error, keep your original receipt(s). You may claim a refund from the Ministry of Revenue within four years of the date that you paid the RST.

http://www.rev.gov.on.ca/en/taxtips/rst/01.html

also remember that starting July 1st this information won't be valid anymore (since Ontario is switching to HST :x)

But after looking at their page for a while I think you're wrong:

Taxable goods

Tangible personal property (TPP) is anything that can be seen, weighed, measured, felt, or touched; that is, anything that we can perceive with our senses. It also includes computer programs, natural gas and manufactured gas.

Just set your region to somewhere that doesn't pay tax and buy PSN cards in store (by that I mean retail), problem solved ;)

That's what I do when I use my PSN cards to buy USA content off the store, currently I live in Florida.

I also pay taxes when I download from New Jersey. I've gotten into the habit of buying a code from Amazon where I don't have to pay the tax and then entering it into PSN :p.

To re-quote what Rudy said:
