Best Anti-virus on Windows 7?

Firstly, how do I put the install on USB? Is there no way to put all my files on one drive and then format the main one and then reinstall windows 7? I want to do whatever is quicker but a bit clueless as to what methods are available..?

Secondly, why and how much should I be willing to pay for a decent one?

I decided to give Microsoft Security Essentials a shot about a month ago and so far I'm pretty impressed and its free. By the way I am a NOD32 fan and if your gonna pay for it, that is the one to get IMO.

If you have an ISO file of Windows 7, go here. If you have a DVD of Windows 7, go here.

Sure, just copy the files over to the backup hard drive.

Also, learn to use Google. Neowin is a wonderful resource, but for a lot of your questions, we're just gonna google it ourselves and point you to the result.
