Who should I contact?

Hey,

I just wanted to try out GTA IV to test out performance, after I disabled Hyper Threading.

So I fire up the game and log in with my Xbox Live account and get this message;

Are you effin' kidding me? I just activated the game after a re-install a week or two ago.

So who should I get in contact with, Steam Support ( Bought it through Steam ) or Microsoft somehow, seeing it's an 'Live' issue.

And they wonder why we pirate games ...

probably neither. rockstar is the ones you need to contact. normally they'd be listed on the box, but... since you donj't have one, just use the steam support since that's where you bought it.

Usually Steam throws the blame to the developer, so there's little point in talking to them, talk to the developers first.

I've had issues with some games and their serial keys and Steam largely ignored complaints from the community of said games.. until the developer interfered.
