first off, navigate to

C:\Program Files\Macromedia\Dreamweaver MX\Configuration\DocumentTypes

(of course, do this whereever you have it installed)

then double click on the file MMDocumentTypes.xml

on the third line you should see

<documenttype id="HTML" internaltype="HTML" winfileextension="htm,html,shtml,shtm,stm,lasso,xhtml" macfileextension="html,htm,shtml,shtm,lasso,xhtml" file="Default.html" writebyteordermark="false">

where it says winfileextension the first extension listed will be the default one. so change that line to:

<documenttype id="HTML" internaltype="HTML" winfileextension="html,htm,shtml,shtm,stm,lasso,xhtml" macfileextension="html,htm,shtml,shtm,lasso,xhtml" file="Default.html" writebyteordermark="false">

well i can understand that they wanted to make it so you can add your own templates, which is kinda neat. HOWEVER it is quite unintuitive to make you go into that file and edit it that way. (dreamweaver 4 let you use the dialog)

btw i didn't know until just then how to do that so don't feel alone :)
