I think what they mean as to living up to the hype (which I think other people here are also missing) is what the developer promised to launch in a game vs. what actually was launched. For example, while I also enjoyed Fable for the game it was, like the author states it's a good game but not the groundbreaking "watch an oak tree grow" that was promised. With MW:2, nothing more was promised. Was the gaming community excited about it? Absolutely, but the game didn't deliver anything less than they said it would. I think Spore might've missed being on the list because, although it wasn't as fun to play as one would imagine, the game did include all the play elements it boasted about. I must be one of about one people who kinda liked that game. Wasn't overly spectacular, but I don't regret buying / playing it, either. I thought it was awful. I never owned it myself but I watched my mate play it. I couldn't even do that for long though it was so bad.
